IMHO, This looks like a dark morph Short-tailed Hawk. The pale patches between the coverts and the dark tips of the primaries is mentioned in NatGeo, and this bird looks to have those. The fine barring on the underside of the flight feathers also looks good for Short-tailed instead of Swainson's
