Thanks everyone for the feedback. The fact that it is a short-tail has saved it from euthanasia. The bird is non-releasable due to the extent of its wing injuries and will be put up for placement at a zoological/wildlife institution. Him and 2 other adult short-tails that were all shot this winter in urban Miami. Sad but true.
