How about El Cielo Biosphere Reserve in Mexico? I had a wonderful time birding there, you can go with the Texas State Parks organized van trip for a super reasonable price, that's how I went, and do an add-on birding trip the day before & after in the excellent south Texas birding hotspots (Bentsen State Park etc.).
