I second Brian's response. Sorry Toe, but I totally agree that high species richness does not constitute a fallout. This late in the "game", as you called it, you just can't have that high of a number of species. Yet, you can still have a fallout, especially a localized one as the Cape did.
What you are talking about is "Valhalla", and I personally prefer to use that over "fallout", since, as you say, the latter term is used loosely. Not that there is anything wrong with that; one person's fallout is another person's...whatever, we all can fill in the blank.
