RFI; Red Footed Booby

I am planning a trip down to the Dry Tortugas for the Red-footed Booby and was interested in some information.

When was it last seen?

Also, any help on logistics would be greatly appreciated (is the bird easy/difficult, what time of day is it seen, do I need a scope, can I take a day trip out of Key West or do I need to camp?)
