There are 2 previous sightings in the area mentioned in Florida Field Naturalist:

One from 1994:
Woolly-necked Stork (Ciconia episcopus): 1 at Goulds (Dade) 1 May was traced to a bird that escaped from Miami MetroZoo after Hurricane Andrew in Aug 1992 (P. W. and S. Smith, note to Florida Field Naturalist). This is the first report of the species in Florida (Robertson and Woolfenden 1992).

The other from 1999:
Woolly-necked Stork: 1 photographed over Anhinga Trail, Everglades National Park (Miami-Dade) 4 Apr (D. DeNeve, photos to FOC) apparently is one of the birds that escaped from Miami MetroZoo in Aug 1992.
