Blue Bunting seems an extremely unlikely vagrant to southeastern Florida.
I would suggest that if the bird was correctly identified. suspicion s to its provenance would be considerable, given the known illegal trade in cagebirds in the region.
But to me, the description seems spot-on for a juvenile Nutmeg Mannikin, a common cagebird that is known to be breeding in Miami-Dade County.
