The first photo in Dave's photos on Flicker, do show a light morph immature Short-tailed Hawk. The bird is soaring to the right (check out the link). Most books don't show the immature Short-tailed Hawk well, it can be confusing. The other two photos do show light morph immature Swainson's Hawk. I have attached a photo of a similar light morph immature Short-tailed Hawk for comparison.
Light morph Swainson's Hawks have a streaked necklace, Short-tailed Hawks never have this. The light streaking on the sides of an immature Short-tailed Hawk are not shown in most guides. The light buffy color on the underside is always present in immature Short-tailed Hawks. The buffy underside of an immature Swainson's Hawk is darker in color and more extensive.
