That appears to be the larva of a Polka Dot Wasp Moth. The normal host plant of this moth is oleander, but they may go for morning glories, as well. The link below is a photo of the adult moth. While those growths may be parasitic wasp eggs, as Steve says, their irregular shapes make them look a little more like a parasitic fungus . . . not sure.
