That looks to me like a Giant Water Bug, a member of the Belostomaid family of True Bugs and one of our most spectacular native insects at nearly 3 inches long. They carry a strong, flesh-melting venom, so I hope that eagle was careful as he chomped. If you see one while swimming in a canal or elsewhere, back off, or you'll find out why they are often called Toe Biters.
