This bird is a first winter Great Cormorant.
There are only a handful of inland reports for Florida, one being a specimen collected in Tallahassee. Last year there was a Great Cormorant inland at a lake on the Georgia/Alabama boarder.
I have yet to see a Double-crested Cormorant that has dark lores like this bird shows. Also, the shape of the gape is pointed rather than round. Sometimes Double-cresteds can have white extending all the way up the front, but this color always becomes increasingly darker as you go up the bird. This Great Cormorant shows a very white belly, darker throat, then a chin that is almost as white as the belly.
