Go to the far western parking lot of Arthur R. Marshall about an hour before sundown. Walk over the levee; sit on a bench on the fishing structure.
The "fly in" can be from good to spectacular, depending on your fortune that particular day.
Be sure to get out of there before the automatic gate closes at the entrance.
