Migrants because I know all the resident birds there (smaller and lighter color) by 1st name (ie. they are not at all shy). These were a good 15% larger than the typical RSH in the Everglades and about the same tonal shade as a red-tailed hawk but they were definitely RSH, not RTH, when examined thru the binoculars....

PS -- the Osprey was a migrant too -- he had a Kanadian license plate! (There are no good fishing places for an Osprey in Pine Glades Lake -- too deep too fast -- hence I only see them there during migration)
