I'm not qualified to comment on the bird in question, but when banding in Cape Florida, we sometimes see covert edging on Scarlet Tanagers in basic plumage. This bird was photographed 25 October 2005 and although a male, the covert tips seem to create a faint wing bar. Unfortunately, the feathers are messy right where we need to look!
