I don't know how familiar you are with birds in Florida, but I was under the impression that Common Black-Hawk does not occur here. The behavior of your bird sounds a lot like a snail kite, which has similar plumage patterns to a black-hawk, though is a different shape. If you see it again, look to see if it grabs snails from the stream.
