I've never seen this hawk in South Florida, it's not common but I believe it has been spotted here before. The bird is pretty localized in the southwest, mostly Arizona and New Mexico. It sounds like it was doing what common black-hawks are suppose to do: feeding along streams, in this case canals. It was probably hunting frogs. I'd like to know if you see this bird again.
