In response to Steve Siegel's parakeet inquiry earlier this week, if he has eliminated Alexandrine Parakeet (Psittacula eupatria), which has maroon shoulder patches and he has seen in his yard, I would consider a female or immature Ring-necked parakeet (Psittacula krameri), an Tropical African and Asian species. They are all green with a red bill and seem to fit the bill. They are about the size of a Mitred Parakeet.
