Thank you for confirming the Snail Kite. The location described is exactly where I saw found it.
I took the photographer at his word that there is a nest. I thought I saw a piling of branches deep within the tree, but it is not visible from your photo.
I also saw only one bird. I saw it exiting the tree (from the center, not an exposed branch), soaring around the tree, and perching on an exposed branch of the tree as shown. Perhaps someone with more knowledge of Snail Kite behavior can tell what exactly is going on.
