Paul Leader who posts as "Paul L" on this board has practical experience with wheelchairs at these locations. He is probably the person you mentioned in your post.

I have taken my mom in her wheelchair to both places and had no problems except that of looking above or below the boardwalk slats. They are at a height that forces a seated person into awkward positions at times.

A spotting scope, in my opinion, is not required, binos work very well. Ma uses a pair of Vortex 10x42s Vipers and, I use the same model in 12x42. The close focus (5.1 feet) feature on these particular binoculars comes in handy since the wildlife has become oblivious of humans and you can get within a few feet of many of the birds. The higher power of these models is useful on those occasions when you have to "reach way out" to see something.

Arthur Marshall Loxahatchee National Wildlife Refuge is also close by. This NWR can be spectacular for snail kites and waders from an hour before sundown until about a half hour after sunset. Go to the furthest west parking lot and sit on one of the benches along the canal, relax and absorb the fly in as the day closes.
