To me, this looks more like a Cassin's Kingbird. The white malar shows up in every photo, and cannot be an artifact of light. There is significant contrast with a darker gray throat. Cassin's Kingbird does have a pale outer web to the outer rectrices, it is just narrower than Western and often not so white. What little I can see of the back looks dark green.
The bird has retained juvenile primary coverts (they are browner than the primaries) and maybe a couple of retained inner secondaries. By late February I can imagine that the pale covert edgings can become worn off.
I am sure Bruce Anderson can help resolve.
