The white edges or tips of the tail sometimes wear off by late winter. It gets really tricky if there is also tail molt, which can make the tail seem notched.
Since the tail is not a problem, I'd also go with Western for the reasons you gave. The upper breast also seems pale.
Why do you think it is immature?
