I can answer the question about the best time to see the RCWs at Babcock-Webb WMA. . . . You need to get there early i.e. just after first light if you want a decent shot at seeing these birds at their clusters. Otherwise, they are out foraging during the day. Of course, you can also see them when they return to their clusters in the late afternoon, before sunset. As for the different color-ribboned trees, it may be that they represent different active clusters from different years but I'm not 100% positive.
