One way to distinguish female or eclipse male Hooded Mergansers from Red-breasted Mergansers: Hooded have a light eye and yellowish bill, while Red-breasted have a reddish eye and bill. There are also differences in face and back color, among other things visible in your photo. The bright yellow eye of the bird in the foreground suggests eclipse male.
