Presence of walkers, nature lovers and bird watchers should indicate to the police patrolling Barnes that the park is, indeed, used and enjoyed by regular folk. Staying away due to slim chance of providing an audience for perverted behavior could signal low park usage to the staff and police, thus relieving pressure on the county to maintain and keep the park safe.
