Hi Tricia- My guess is that Ms Hummer is just having an awkward molt. I think a bird that small would have been killed if anything attacked her. I know that I have seen some bluejays looking pretty ragged and without tails. I also remember from having canaries that sometimes they have a "difficult" molt, from vitamin deficiencies.
Looks like,though, that she is sipping away at the sugar water and will soon be looking better!
