Ah that photo is better. "Birding" did a series years ago called "Possible Anywhere" Birds to look for anywhere: Grey Heron, Tufted Duck,Eurasian Kestrel, Little Egret, Long Billed Murrelet were among the candidates.
The angle of photo one was a nice curveball and had me thinking possible hybrid, that does happen in Europe. All my 5 tufted ducks in North America have been seen with Ring Neck or Scaup or both. All on Fresh water ponds. 5 sighting misleading for 3 years a male shoewed up at the same pond near Westminster, MA
