There has been an introduced population of Mexican Red-bellied Squirrels on Elliot Key and nearby islands since 1938. My guess is this is what you saw. Fox squirrels are not on the mammal list for Biscayne NP and are not known from Dade County. The "mangrove" fox squirrel is really the Big Cypress Fox Squirrel, a state Threatened subspecies occuring south and west of Lake Okeechobee. I see them regularly only in a couple of pinelands in Big Cypress.
