Adding to Liz's explanation: Usually at each end of the number sequence is "open" and "abre" (Spanish for open). If someone retrieves a band from a dead bird, the instructions are to open the band. Stamped on the inside is contact information for the Bird Banding Lab in Patuxent, MD.

According to your numerical arrangement, you may be missing a digit in the 2290 sequence. If you email me off-list, I'll be happy to give you a link and/or address for the lab.
