There is no ultimate authority that answers every question, and sometimes the answer just isn't known.
Two good references for sharp-tailed sparrows are "Sparrows of the US and Canada: The Photographic Guide" by Beadle and Rising (better for sharp-tailed than their earlier book), and the article by David Sibley in the June 1996 Birding (pp. 196-208).
Both of the Beadle/Rising sparrow books are good sparrow references.
