The cheapest way is to do it on your own....pay the money to get out there and then rough it for a couple of days. It hardly costs a thing to camp. The fort island is small and easy to explore on your own. You don't have to look for the migrants....you have to try not to step on them! Sure, you won't see the pelagics or close views of the rookeries that you would aboard a birding vessel, but it is well worth it to do it on your own. You won't be disappointed and you won't break your bank.
