Yikes. From that photo, the bird looks like a Greater Scaup. The head appears low above the eye and bulbous in front, and the bill looks large and broad. I would like to see more photos of this one before making a call. There's nothing unusual about the bill color. The dull eye color and small amount of white on the face make me wonder if it's a hatch year bird.
I'm curious how often Greaters turn up in south Florida.
