My guess is that GA stands for Georgia. This may sound dumb, but have you tried "googling " anything?
My other suggestion is to email the people at Cornell Ornithology lab, surely they could at least tell you what to do(?). What about the National Audubon Society? I am sure there are organizations out there willing to help.
