Perhaps you could research who the person was that owned the property. Surely this would be in the public records somewhere.The other possibilities are to find some "Miami oldtimers" who might remember more about the racetrack.
The birds must have had a veterinarian, perhaps you could find out who that person was.
Are the flamingos still on the racetrack sight, do they have a caretaker?
Don't think the internet will help with this one, probably have to do it the old-fashioned way we all did before the internet...shuffle papers and find people to talk to.
