I'm no authority on anything, especially shorebirds, but that won't stop me from having an opinion :>) I think that your bird might be a ruff (reeve). Your description seems appropriate, especially clues like the size of the bird, shape of head and leg color. Go to this URL:

Scroll down to the third photo (I think). Is this anything like the bird you saw? Just a thought. I'm sure some of the "heavyweights" will come up with a more definitive answer but I'll go out on a limb and say ruff (reeve).
