BNA says of the Pileated, "Not generally considered migratory, but Forbush (1927) cites winter increases in s. Ontario and s. New England and appearance of birds on coastal islands as possible evidence of migration. There s more there on possible migration.
The Red-headed is well-known to be partially migratory (see the range maps), so its occurrence in the Tortugas and elsewhere is a bit less surprising.
