Rest assured it is not just rotting it is in a safe place where it won't rot. This it too rare a species of bird here in the US to just let that happen.
whatever you do, don't let the bird go to waste! regardless of laws against possession, please don't just let it rot, which a lot of folks will tell you to do ("just let nature take its course"). find a museum; meanwhile, double bag it with a silica gel packet in your freezer. good luck, and thanks! -ken
