Some of the Pipits I saw were rather pale, and one had a yellowish bill with a black tip. However, they had a prominent eye-line and were moving around together, unlike the Sprague's. NatGeo Field Guide says Sprague's is more solitary and uncommon, but the lighter color and definite pattern on the back resembles some of the birds I saw. I based my posting as American Pipit based on winter range and non-solitary behavior. Perhaps a closer inspection might be warranted. There are quite a few (perhaps a couple of hundred), so maybe there are some other species mixed in.
