These are most likely Long-billed. During winter, dowitchers in fresh water are almost always Long-billed; dowitchers in salt water will be Short-billed. Forget bill-length to separate them, as there is overlap. Plumage differences in non-breeding dowitchers are very subtle. Voice is the most reliable way to distinguish dowitchers ("kik-kik-kik" in Long-billed, "tutu-tu" in Short-billed).
