Margaret -- Your bird doesn't seem to be the resident Great Black Hawk for several reasons: the Virginia Key bird has a large, stark white basal patch on the tail and from below, should be visible along the sides of the tail when it flies; the narrow white terminal band should also be visible in your photo; the wings of the Great Black Hawk are much more proportionally longer. The Great Black Hawk flies with labored and heavy wing beats, mostly holding its wings straight out. This bird seems to be pulling in its wings, typical of the rowing motion that crows exhibit.
