To me it sounds a lot like the song of Hammond's Flycatcher. However, it's unusual that it would be singing this time of year. It would also be a song if it was Yellow-bellied right? Their call is more reminiscent of an abbreviated E. Wood-Pewee to me. I also know that Hammond's occasionally overwinters in S. California; so they do have a bit of hardiness. I would think that would be every bit as likely or more likely than Yellow-bellied.
