RFI: Snail Kites

I will be traveling to south Florida--Miami area--in two weeks. The primary target bird is Snail Kite and I would be grateful if anyone can provide me with advice on the most dependable locations to see them within a couple of hours of Miami. Also, are there currently any Caribbean rarities being seen like Lasagra's Flycatcher or Western Spindalis?
