Another birder has provided clarification: The berm appears to be underwater on the Google Maps satellite image, but is currently above the water line. This berm begins just east of the parking area. The lat/long where the berm begins is at 26.6834514, -80.3510119. The lat/long where the Red-necked Phalarope has been seen is at 26.6823433, -80.3525672. This location is only visible by walking south down the "underwater" berm and looking west.
