From an eBird perspective, this sighting will be invalidated. There are many details that I won't go into here but a very important issue with this sighting is the lack of metadata associated with the photo, which may indicate that it is extracted from the Internet. To consider this a valid record the observer should 1) add additional photos, even if they are poor; 2) add original images only, not edited versions. The observer has not responded to the request for more information.
