As Dan said, Rickenbacker Causeway can be good, especially Bear Cut Bridge. Sooty Terns are usually the first to head to the bay and behind Seaquarium is a good place to look. Young Sooty Terns will usually land on Crandon Beach but are immediately harassed by the gulls. Another place to check are the concrete structures under Powell Bridge.
