Bill Pranty not only gave us a really good list of birds documented without actual sightings in the wild, but he got the right answer on the bird I had in mind:
FEA's PETREL
17 Fea's Petrels were fitted with devices on their breeding grounds on Bugio Island in the Desertas (Eastern Atlantic) that tracked the birds's movements. After a year or two, the devices were recovered from the birds when they returned to the Desertas. One bird's data showed it spent time during the period Feb-Apr, 2009 off Florida. It was just added to the official Florida List by the FOSRC. To my knowledge, this is the only bird on the list that was not actually seen by anyone nor was there a specimen.
