According to the article I attached it says that it is almost impossible to tell the difference between American Kestrel and a Southeastern American Kestrel. Like you mentioned, the article says that if a bird is found between May -July in southeastern Florida that it is almost certain a Southeastern American Kestrel based on the fact that they do not migrate like our American Kestrel population present here between late August - early May. That is my understanding. I am no expert here. I am just stating what I have recently learned. Great question and lets leave for the experts.
