Hi Brian,
The U. S. Fish and Wildlife Service is responsible for designating a species as extinct -- which still hasn't happened for Ivory-billed Woodpecker despite no uncontroversial verifiable records for more than 60 years -- but I don't think anybody is responsible for designating a species as extirpated, especially solely as a breeder.
