As mentioned, it depends on how cold the weather is - anywhere along the intercoastal waters will give you a chance to spot one, but they're more likely down here when cold, and they also love to hang near any warm water - which often means power plants' outflow, and shallower water that might warm more easily from the sun, along mangrove ponds and bays. When it gets really cold, you can see dozens, even hundreds, off the FPL plant in Riviera Beach...Similarly, the FPL plant near the Ft. Lauderdale airport usually has a similar gathering of manatees.
