Bird abatement

While driving into Brickell Key saw two guys with a large dark hawk with a white terminal band, seated on a crossbar over a pole one of them was carrying. I was able to only stop for a second but I learnt they were going to be using this Harris Hawk for a 'bird abatement' program on the key. We do have hundreds of grackles that come in to roost every night and I guess the guests at the Mandarin Hotel must not be too happy with the noise! Anyone aware of this program. I guess it beats shooting or poisoning them
