I agree with Bill. A juvenile Sooty shouldn't have a facial pattern like that. Looks exactly like a Black Tern to me. The bird does look strange in the first photo with the waves where it just looks dark but in the other photos where you can see the facial pattern it doesn't look like a Sooty at all to me.
